However, it's been my experience that most of the time when you're dealing with a large corporation and/or the government for the most part it's made up of dysfunctional management. People who would never make it in the corporate world can and do hide within many government entities. And, yes, if management is dysfunctional then you can pretty much bet that the project itself will have components of dysfunctionality. Anything, be it work, play, community, church, or family, is only as whole or "good" as the person in charge. 'Tis the nature of the beast.
