Use HTML, CSS (Cascading Style Sheets), and simple/basic things like that, just with a text processor. You should not become dependent on specific software to design your web pages. Once you know how to do everything but yourself just with a text processor, start trying other software to design pages. By the way, use flash for banners or things like that, so that your site can have a good look. But do not create 100% Flash sites. It is not a good idea, for many reasons, but I will not go into details about it because it is not what your question is focused on. See you.
