It added a lot of security, changes in driver model, hardware abstraction, etc. To properly use that in a non Server environment meant the all of the software, drivers, etc. had to change to work in that model. The time was required by the game providers, the standard application providers, the hardware vendors to redevelop their software to work in that environment. You have to remember that back then, the client OS (the 9x series as you call it) didn't do a lot for the average programmer so they had to develop it themselves.
